The Rose Institute and Redistricting Reform

Since 1973, the Rose Institute has conducted research and public education outreach on redistricting reform. The Institute is playing a central role in California's current debate on this issue. The following summarizes our most recent work.

Survey of Voter Opinions

In November, 2005, the Institute conducted a survey of California voters' opinions on redistricting reform. The Press Release, Crosstabulation Report, and Detailed Results Report are available for download.

Examples of Gerrymandered Districts now available

In response to many recent media inquiries, we have created a library of most-gerrymandered districts in California. The "Hall of Shame" includes the current configuration (drawn in the 2001 redistricting of California) and the 1991 district in the same area.

New Redistricting Website

On October 11th, the Rose Institute launched a new website providing Frequently Asked Questions and Answers regarding Proposition 77.

Report on Proposition 77 released September 26th, 2005

"Restoring the Competitive Edge:
California's Need for Redistricting Reform and the Likely Impact of Proposition 77

Testimony to the California State Senate

In June, 2005, Institute Fellow Douglas Johnson testified before the California Senate Committee on Elections, Reapportionment and Constitutional Amendments. His testimony presented insights on SCA 3. Mr. Johnson's statement is available for download here.

Survey of Voter Opinions

In April, 2005, the Institute conducted a survey of California voters' opinions on redistricting reform. The Press Release and Detailed Results Report are both available for download.

Competitive Districts Study

In February, 2005, the Institute put out "Competitive Districts in California," a case study of the 1991 California redistricting. The report analyzes the need, or lack thereof, for a specific competitiveness clause in any redistricting reform proposal.

"Governing California in the 21st Century" Conference Reports:

In 2004 and 2005, the Institute conducted a series of Conferences on "Governing California in the 21st Century." These conferences produced a number of reports related to redistricting (or go to the "Publications" page to see all the reports from this conference).

  1. A summary of redistricting reform proposals , including those on the ballot in the 1980s and those circulating at the time of the Conference. This report also includes an oral history of redistricting reform efforts by Rose Institute Founder Dr. Alan Heslop, and the Institute's recommended principles of reform. These principles include the Rose Institute's "Units of Redistricting."
  2. A summary of the Model Redistricting Reform bill, developed based on the Conference proceedings and the Institute's decades of research on this issue.
  3. A detailed version of the Institute's Model Redistricting Reform bill.
  4. The full report of the conference – including the discussions on redistricting – is available for download here.
