Steven B. Frates, Senior Fellow

Dr. Frates (B.A., Claremont Men's College, M.P.A., Ph.D., University of Southern California) has been affiliated with the Rose Institute since 1994. He has extensive experience in public policy analysis, with particular emphasis on local government finance. He has served as an assistant in municipal government, and as the head of a major metropolitan taxpayer association, and on the California Constitutional Revision Commission. Dr. Frates was also appointed by Governor Arnold Schwarzenegger to the California Performance Commission. He is the author of over 20 major policy analyses and is frequently quoted in the media on state and local government issues.
Dr. Frates has been a faculty member at the University of Colorado and the University of Southern California, and has lectured at other universities and colleges.

G. David Huntoon, Fellow

David Huntoon (B.A., Claremont Men's College; M.B.A., University of Southern California) has been associated with the Rose Institute since 1998. A CPA by profession, he is experienced as CEO in medium to small sized businesses. In 1989, he co-founded and directed a marketing research firm in the People's Republic of China, which catered to the needs of U.S. corporations. Currently Mr. Huntoon serves as a director for the Los Angeles County Economic Development Corporation, San Gabriel Valley Economic Partnership, the Economic Alliance of the San Fernando Valley, and the Westside Economic Collaborative. He is a strategic thinker in fundraising, project development, and conference development projects. Mr. Huntoon has had extensive experience with survey research, financial management, regional economic development, and public-private partnerships.

Douglas M. Johnson, Fellow

Douglas Johnson (B.A. Claremont McKenna College, M.B.A. UCLA Anderson Graduate School of Management) has been involved with the Rose Institute since his college years, when he served as a student manager in 1991-92.
Mr. Johnson assists with Rose Institute research on Redistricting Reform, Census data use and analysis, and Geographic Information Systems. Other consulting projects Mr. Johnson has worked on include the state of Florida's State Senate Committee on Reapportionment, and the state of Arizona's Independent Redistricting Commission for Congressional and Legislative Redistricting.
Mr. Johnson was a Coro Public Affairs Fellow, served as Legislative Director to U.S. Representative Stephen Horn, and worked as a project manager for various software companies prior to his return to the Institute in 2001.
