The Rose Institute of State and Local Government

Ralph Rossum, Director

Dr. Ralph Rossum became the Rose Institute's second director in May 2000. Dr. Rossum is the Henry Salvatori Professor of American Constitutionalism at Claremont McKenna College and a member of the faculty at the Claremont Graduate University. He was project director of a million grant to the Rose Institute from the U.S. Department of Justice to draft a model juvenile justice code and work with state legislators to acquaint them with its provisions. Dr. Rossum is the author of seven books and over 50 articles in law and professional journals. In the spring of 1994, he co-directed an international conference on comparative juvenile justice at the University of London. Dr. Rossum brings to the Institute a new enthusiasm in the field of legal and regulatory analysis.

Kenneth P. Miller, Associate Director

Dr. Ken Miller (B.A. Pomona College, J.D. Harvard Law School, Ph.D. U.C. Berkeley) became Associate Director of the Rose Institute in 2009. He has served as a member of CMC's Government faculty since 2003. Dr. Miller's research focuses on state government institutions, with emphasis on direct democracy (initiative, referendum, and recall) and the interaction between law and politics. His publications include Direct Democracy and the Courts (Cambridge University Press 2009) and a co-edited volume The New Political Geography of California (Berkeley Public Policy Press 2008). Dr. Miller has worked with Rose Institute students on several research projects, including the 24-state Miller-Rose Institute Initiative Database.

Marionette S. Moore, Administrative Assistant

 

Marionette Sison Moore (B.A. University of the Philippines) joined the staff of the Rose Institute in February of 1997, providing assistance to the Institute's management staff and supervision of student research assistants. She lends support to the research needs of the Institute with her broad background in the area of survey research and knowledge of computerized data management.
