Ralph Rossum, Director

Dr. Ralph Rossum became the Rose Institute's second director in May 2000. Dr. Rossum is the Henry Salvatori Professor of American Constitutionalism at Claremont McKenna College and a member of the faculty at the Claremont Graduate University. He was project director of a million grant to the Rose Institute from the U.S. Department of Justice to draft a model juvenile justice code and work with state legislators to acquaint them with its provisions. Dr. Rossum is the author of seven books and over 50 articles in law and professional journals. In the spring of 1994, he co-directed an international conference on comparative juvenile justice at the University of London. Dr. Rossum brings to the Institute a new enthusiasm in the field of legal and regulatory analysis.Dr. Rossum is the author of seven books and over 50 articles in law and professional journals. Florence Adams, Assistant Director

Dr. Florence Adams (B.A., Pomona College; M.A., Ph.D., Claremont Graduate University) has been with the Rose Institute since 1976, and has served as the Associate Director since 1997. Dr. Adams' research interests focus on the nature and theory of local representation and she has consulted with numerous jurisdictions throughout California and Arizona on issues concerning districting, redistricting and the Voting Rights Act. Her book, Latinos and Local Representation: Changing Realities; Emerging Theories, was published in 2000. Dr. Adams was also responsible for the publication of biennial papers on California's representatives in Congress during the 1980s.

Marionette S. Moore, Administrative Assistant

Marionette Sison Moore (B.A. University of the Philippines) joined the staff of the Rose Institute in February of 1997, providing assistance to the Institute's management staff and supervision of student research assistants. She lends support to the research needs of the Institute with her broad background in the area of survey research and knowledge of computerized data management.

William C.M. Goodwin, Assistant to the Directors

William C.M. Goodwin (B.A. in Classics, University of Southern California; M.A. in Political Philosophy, Claremont Gradute University) joined the Rose Institute staff in the summer of 2007. He oversaw the Los Angeles Economic Development Corporation (LAEDC) survey of 5000 businesses in Los Angeles County and developed the text and graphics for the final report on the project. He is a skilled political researcher and writer; has experience building elite networks that analyze the flow of influence in governments; and has extensive knowledge of computer applications.
